The BAU investigated the recent murders, and eventually the Reaper tried to offer the deal to Hotchner, but he refused. Before passing, Shaunessy gave BAU agent Aaron Hotchner the all-clear to reopen the Reaper case. Immediately after Shaunessy's death, The Reaper killed another couple who were having car trouble. In 2009, Shaunessy died and, in the Reaper's mind, the deal was no longer valid. Over the next 10 years, The Reaper planned his next murders and watched as Shaunessy's life was torn apart by guilt. Realizing that they weren't getting any closer to catching The Reaper and wanting to save lives, Shaunessy accepted the deal. Upon finding that killing wasn't giving him that same enjoyment, The Reaper made a deal with Tom Shaunessy, the lead detective on the case: he would stop killing, if the police stopped looking for him. Through 1995 to 1998, he claimed 20 victims, and eventually staged himself as the last victim.
Once he had their trust, he would either shoot them with a revolver or stab them with a knife. He targeted couples in their car, usually approaching as a friendly or confused motorist. The Reaper is a serial killer in Boston, Massachusetts, who started killing in 1995.
